IICRC develops and publishes standards detailing the proper procedure for safe cleaning and restoration.

Equipment that is used in the process of drying a structure, dehumidification, odor removal, etc. and the calculations used to know the proper number of pieces to use based on the room size and amount of damage in the room can be complicated, that is where training comes in.
